Halk Kütüphanelerinde Afet Risk Yönetimi

Works in public libraries can be adversely affected by factors such as natural hazard-induced disasters, emergencies, and human-induced risks. These works are at risk of damage or destruction due to their structures. Due to their structures, these works are in danger of being damaged or destroyed. In case of any natural hazard-disaster, in order to minimize tangible and intangible losses and damages to personnel, users and work losses, it is important to have risk and safety preventative measures at the public libaries. Purpose of this study to understand how the collections, users and personnel at public libraries will get affected by any non-structural damages during or after the natural hazard-disaster. In this study, using descriptive research method, the data were obtained through questionnaires and interviews. The population of the study is consisting of provincial and district public libraries affiliated with the Ministry of Culture and Tourism of the Republic of Türkiye. The research findings showed that 46,5 percent of the public library administrators finds their risk and safety measures somewhat satisfactory; 20 percent finds it non-satisfactory or no risk ad safety measures are taken. Study also shows only 2,4 percent of the administrators and workers have enough education; 56,7 percent says somewhat educated about possible natural disasters. According to the administrators at public libraries 29,2 percent of the problems are related to structural problems and 22 percent of the problem related to education and practice related problems. As a result of the study, it is understood that public library managers in Türkiye do not evaluate the subject from a holistic approach in terms of disaster risk management and disaster management. The study concludes that preventive measures taken are not yet in line with the established standards and not sufficiently effective, as the approaches and systems that should work together and complement each other are not yet integrated in public libraries.
