E-government is defined as the relationships between governments, their customers (businesses, other government units/types, and citizens), and their suppliers (again, businesses, other government units/types, and citizens) by the use of electronic means. Early students of technology regarded technological issues in government as a peripheral concern rather than as a core management function. The concept of technology is used rather loosely here. In addition to the meaning of “machines and sophisticated devices,” technology also generically means the study of techniques or tasks (Perrow 1979, p. 162). The main objectives of technology use in government were enhancing the managerial effectiveness of public administrators while increasing government productivity. Taylor’s scientific management movement is a perfect example to this orientation (Waldo 1955, pp. 18-19)….
