Abstract

This study has aimed to open a discussion on the governance models of cultural and creative industries through an evaluated of national and supra national public policies in the context of cultural and creative industries governance. In this sense, the study has called for a new governmentality model especially in the context of Turkey. Creative industries, which were born in the knowledge societies and provides a meaningful links between knowledge economy and humans capitals via the creative ideas, talents and intellectual property rights, has opened a new era for national public policies and in this context, the national policies on the creative industries has been gained gradually importance since 1990s. In this study, creative industries governance policies have evaluated mainly European Union's and United Nations policies substantially and the study evaluates a number of national public policies experiences on the creative industries. At the end of the study, the author of this study has offered a new national regulation authority for the governance of Turkey's cultural and creative industries.
